The purpose of this qualification is to provide students with a sound knowledge of the public sector environment and to develop the skills, competencies, and attitudes necessary to implement the essential elements of public management, including general and specific frameworks and systems, in all spheres of government.
For those about to enter the public service, the qualification will equip them to perform their roles effectively; for those already in the public service, it will enhance their capabilities.
Within a personal or professional context, this will provide students with a foundation for a rewarding career that will enable them to contribute meaningfully to society; it will also provide students with a platform for progression to higher-level qualifications such as a diploma or bachelor’s degree, and for career advancement; in the national context, this will, in turn, promote, in all spheres of government, effective administration, good governance, and service delivery in an efficient, accountable and transparent fashion.
The course provides successful students with current and future managerial and development skills for the public service, at local, provincial, and national levels of government.
Duration
The programme duration is 1 year on a part-time basis.

Certification
On successful completion of the programme, the student will receive a Higher Certificate in Public Management.
Admission Requirements
• A National Senior Certificate (NSC) with Higher Certificate endorsement, or
• A National Certificate Vocational (NCV) at NQF Level 4 with Higher Certificate endorsement, or
• Amended Senior Certificate (ASC), with Higher Certificate endorsement, or
• A Senior Certificate (SC) or,
• Foreign School leaving Certificate that complies with minimum admission requirements for Higher Certificate study as gazetted by the Matriculation Board (The Matriculation Board will do equivalency evaluation)

Additional Requirements
• Mathematics or Mathematical Literacy and English at NQF level 4 or equivalent
• Foreign applicants whose first language is not English, may be required to provide proof of proficiency in English prior to admission to the programme
